About the Experts


Tom Davenport, Moderator

Tom Davenport is the President’s Distinguished Professor of Information Technology and Management at Babson College, the co-founder of the International Institute for Analytics, a Fellow of the MIT Initiative for the Digital Economy, and a Senior Adviser to Deloitte Analytics. He has written or edited 20 books and over 250 print or digital articles for the Harvard Business Review, Sloan Management Review, the Financial Times and many other publications. He earned his PhD from Harvard University and has taught at the Harvard Business School, the University of Chicago, the Tuck School of Business, Boston University and the University of Texas at Austin.


Christopher Rose, Deloitte

Christopher Rose is a Principal with Deloitte Consulting’s strategy and analytics practice specializing in the execution of complex strategy, enterprise cost reduction and service delivery model transformation engagements. Rose currently serves as a lead of robotic and cognitive automation offerings for Deloitte’s government and public services practice. His robotics and cognitive automation experience includes program strategy, client process and readiness assessments, and bot development/sustainment in the federal government, state government and higher education sectors. Rose has a Bachelor of Science in business from Wake Forest University and a Master of Public Administration from NC State University.


Marc Mancher, Deloitte

Marc Mancher is a Partner in Deloitte Consulting and currently leads its global public sector robotics and cognitive automation business lines. Prior to his current role, Mancher led Deloitte’s commercial insourcing, shared services and outsourcing business lines. In that position he advised, built and ran IT, HR and finance shared service and call centers on- and off-shore, as well as led post-merger integration activities. In addition, Mancher has 30 years of active and reserve service in the US Navy with prior duty on the ground in Afghanistan. In 2017, Mancher was awarded the Innovator of the Year award from the Washington Business Journal, and in 2018 he received AFFIRM’s Executive of the Year award.


Jon Lemon, SAS

Upon joining SAS in August 2007, Lemon’s primary focus has been working with federal, state and local government customers to understand organizational effectiveness and evaluate performance against stated objectives. He uses his experience to help customers implement industry-leading performance management, workforce analytics, costing and fraud prevention solutions through the integration of technology, processes, people and methodologies. Prior to joining SAS, Lemon was a Budget Director at the Department of Homeland Security, where he formulated, executed and managed over $4.5 billion of appropriated funds annually. He earned his MBA from the Florida Institute of Technology and holds a Bachelor of Science in finance from the University of North Carolina Wilmington.
