What is the best path forward?

Optimization is about designing and operating a system or process that delivers the best outcomes possible in some defined sense. That defined sense could be unique to your organization. What is optimal for your organization, with its goals and values, could very well be suboptimal for another. Every performance management paradigm, every mission statement, could point to a different definition of success – and therefore to a different way to optimally allocate resources.
